About Us

The Office of Compliance and Investigations (C&I) works to provide an equitable, inclusive, and secure learning and working environment across the district. C&I makes concerted efforts to ensure the district is free from discrimination, harassment, sexual harassment, sexual misconduct, and retaliation to facilitate an environment welcoming to all students, faculty, staff, vendors, and visitors can thrive.

All JCPS employees have a duty to report improper conduct to their supervisor and/or the appropriate JCPS department and/or external mandatory reporting agencies. C&I initiates investigations regarding alleged harassment/discrimination brought forth by district staff, faculty, and students. In instances of alleged misconduct, C&I performs investigations requested by district administrators to ensure the safety of all JCPS students and staff. C&I will provide training to an individual or group of district employees, upon request, regarding harassment, discrimination, sexual harassment, and ethics.

Child Abuse, Neglect, & Dependency

The Kentucky Unified Juvenile Code (KRS Chapters 600 to 645) mandates the Child Protective Services Program to investigate reports of neglect, physical, sexual, or emotional abuse, and dependency of children. The law requires social services to be provided to children found to be experiencing maltreatment. Two basic principles of the law are a child's right to be safe and nurtured and to be raised by their own parents whenever possible. The code also includes provisions for interviewing alleged victims who are children.

  1. District personnel are mandated to report any instance of child abuse, neglect, or dependence to the proper authorities according to JCBE Policy 09.2211 and Kentucky state law. The authorities that can be contacted include the Department for Social Services, Child Protective Services (CPS) - Child Abuse Hotline 1-877-597-2331 and local law enforcement agencies, including the Crimes Against Children Unit (CACU) of the Louisville Metro Police Department (502) 574-2465.

  2. Civil and criminal immunity are granted to individuals who report or assist legal authorities or the CPS Program in good faith.

  3. CPS workers and CACU officers have the authority to investigate child abuse, neglect, and dependency reports at schools without parental consent. When interviewing a child at school, the worker or officer should inform appropriate school personnel of the need to interview a child regarding a referral and should show proper identification.

  4. School personnel must comply with CPS or CACU officers who wish to interview a child alone. Proper identification must be received first, and the CPS worker or CACU officer's name should be documented. Details of the investigation and allegations should only be shared with appropriate personnel with a legitimate interest in the case.

  5. A child may request to have a teacher or counselor present. In this event, the CPS worker or CACU officer should make a decision that is in the child's best interest.

Pregnancy and/or Parenting Students

A student who is pregnant, has a pregnancy-related condition, or is parenting is entitled to the same rights and privileges as other students. As a district, and in accordance with Title IX, discrimination against any student based on pregnancy, childbirth, false pregnancy, miscarriage, termination of pregnancy, or recovery from any of these conditions is prohibited. The district remains committed to supporting pregnant and parenting students to ensure that they can remain in school, complete their education, and are prepared for postsecondary success in college, career, and civic life.

Georgia Chaffee TAPP School (TAPP)

TAPP is the only district school devoted to educating pregnant and parenting students with the purpose of providing a quality education and developmental support to young mothers in a small and supportive learning environment. TAPP’s goal is to ensure that our teen mothers receive adequate social and emotional, medical and academic support because we know it is essential. Please note that pregnant and parenting students have the right to remain at their own school and cannot be pressured by staff to attend TAPP. See more about Georgia Chaffe Tapp School. 

Student Intimidation, Harassment, & Harassing Communication

The Student Support and Behavior Intervention Handbook defines Intimidation/Harassment/Harassing Communications Toward Student as an activity or actions performed with intent to deliberately place a student in fear of bodily injury or other substantial physical or emotional discomfort (includes sexual harassment, verbal abuse, threatening, bullying, menacing, wanton endangerment, stalking, and harassing communications). Any behaviors mentioned above apply, even if performed with electronic devices.

Potential Consequences

  • Consequences may include placement in an in-school suspension program, a one- to three-day suspension, or a six- to ten-day suspension with a parent/guardian conference.

  • The local school administration may notify law enforcement officials.

  • A referral may be made to Student Relations (502) 485-3335.

  • Referral to an alternative placement could be initiated.

  • Legal action will be initiated when appropriate.

Training Materials

The ATIXA training materials are proprietary of ATIXA and are licensed to the licensee only, for its use. These materials may be used to train Title IX personnel, and thus are subject to 34 CFR Part 106.45(b)(10), requiring all training materials to be posted publicly on a website. Licensees will receive a link to their materials from ATIXA.
